**All Rules are subject to review and can be changed/adjusted at the discretion of the basketball director and RISE Management.
General Info
Practice balls will not be provided. The home team is required to supply a regulation game ball for each game
Spectators will not be allowed on the courts at any time during league play.
Coaches will be responsible for informing and enforcing this with their parents.
Referees and scorekeepers will also be clearing the courts during league play.
Divisions will be grade based. RISE reserves the right to combine grade levels to create balanced leagues. RISE reserves the right to allow teams and or players to play above or below their grade level.
League Schedules
Schedule/re-schedule policy:
Coaches are encouraged to inform RISE of any known schedule conflicts (blackout
dates/times) at the time of their team registration.
RISE will make every effort to schedule around those conflicts. We will do our best to work around them but is not 100% guaranteed
Re-schedules will only be approved by the Director and will be very limited.
The team requesting the re-schedule will be required to pay a $40 rescheduling fee.
Should a team decide to forfeit a game, they should immediately inform the Director 72 hours in advance, or said team may be subject to pay for the referee fees.
Roster and Player Eligibility
All rosters will be frozen after your second game. Coaches are required to review, make changes, if needed. THIS IS YOUR PLAYOFF ROSTER! No changes will be allowed after this game. A player who is not on the roster is considered an ineligible player. Any coach who plays an ineligible player will have to FORFEIT their game. RISE reserves the right to update rosters after the 2nd game if need be.
RISE Memberships are also required by the second game. NO EXCEPTIONS! Players are
ineligible without a RISE Membership and games will be forfeited if players
play without them.
Each team is allowed up to 12 players on the roster.
PLAYERS WILL NOT BE ALLOWED TO PLAY WITHOUT A RISE Membership.
The scorekeeper will review the rosters of the teams involved in each game, to verify the correct players are present.
A coach that plays an illegal or ineligible player at any time during a season will forfeit the game that player played in may be suspended a game.
Numerous forfeits will result in a team not being allowed to participate in the post-season playoffs for that season. (This will be determined by the director)
League Play
Playoff format will be determined by the league director; the format may fluctuate from season to season.
The post season tournament will consist of a single elimination format.
The Game
Unless otherwise noted, a regulation clock (clock stops on all dead balls) will be used.
Grades K-6th will play 2 (two) 12 minute halves.
Grades 7th-High School will play 2(two) 14 minute halves.
Grades K-2nd will use a 27.5 basketball. Unless both teams agree to play with a larger ball. Game ball will be provided by home team.
Grades 2nd-6th will play with a 28.5 basketball. Unless both teams agree to play with a regulation ball. Game balls will be
provided by the home team.
7th Grade
and up will play with a regulation size basketball. Home team will supply the ball.
All overtime periods
will be three minutes.
There will be a 2
minute break between halves.
When a team takes a 20
point or more lead at any time during the game, a running clock will be
used, and the team with the lead is prohibited from utilizing a press
defense.The clock will then be
stopped only for time-outs, injuries, or at the officials’ discretion.
If the lead is reduced
below 20 points at any time, the regulation clock is resumed, and the
press defense may then be re-instated.
For all, the 1 and 1
free throw will not be utilized; instead, teams will shoot the double
bonus (two shots) beginning on the 10th team foul and on all
shooting fouls.
Each team will be
allowed (4) 60 second timeouts per game.
One additional timeout
will be allowed for each overtime period.
All divisions may play
any defense (i.e. zone, man to man, etc).
Goal heights – 10 foot
goals for 4th- High School.9 foot
goals for 2nd-3rd grade . K-1st 8 foot goals.
No Full Court pressure
is allowed in Grades K-2nd.
Uniforms
Team uniforms must be
a like color and must have a number. Any non-matching jersey or jersey w/ no number will be assessed a
technical before the game begins.
In league play the
home team will be the team listed on the schedule first.
In bracket play, the
top team listed will be the home team.
In case of uniform
conflicts, the home team will wear the color of choice.
The visiting team may
be required to wear mesh covers or change to alternate jersey colors when
necessary.
Tiebreaker For League Play
If two teams tie, the
winner of the game between the two teams is the first tiebreaker.
If three or more teams
tie:
If one team has
defeated all the other teams involved in the tie, then that team wins the
first tiebreaker.
If not, point
differential will be used (each team is given a point differential for
each game played, with a maximum +/- 30 differential for any one game)
Coin flip will be the
last tiebreaker
Player/Spectator Behavior/Ejections
Any coach or player
who is ejected from a game by a game official could be suspended for
following games. (Director discretion)
Inappropriate behavior
will not be tolerated.
The league Director,
RISE management, or any game official may remove a player, coach, or fan
from a game for inappropriate behavior.
In the event that a
coach is ejected from a game by an official, they may be required to
attend a disciplinary hearing before coaching their next game.
Each coach is
responsible for the conduct of his/her players on and off the court and
must promote the best sportsmanship, win or lose.
If a player, coach, or
fan is ejected, they must leave the facility grounds immediately.
Referees
All referee decisions
are final.
Referee evaluations
will be available after every game.
We encourage you to
take the time to complete an evaluation, good or bad, win or lose.
Our referee assignor
will use these comments to assign games and evaluate our referees.
Referee misconduct
will not be allowed or tolerated.
Misconduct toward any
referee will not be allowed and will carry stiff penalties.
Protests
Any protest of player
eligibility must be made prior to the end of the protested game.
Failure to submit a
WRITTEN protest prior to the completion of a game will waive a team’s
opportunity to protest that game.
All protests must be
submitted in writing.
The ruling on a
protest will be made by the Director or RISE management staff.
All decisions are
final.
Referee calls are
final and can’t be protested.
