Mistle Toe Soccer Tournament Rules

Rockwall Indoor Sports Expo (RISE) is sanctioned by North Texas State Soccer Association (NTSSA). All rules contained herein have been approved by North Texas Soccer. Any playing or administrative rules that are not listed herein can be found in NTSSA Rulebook, Chapter 5 and Chapter 12 and subsequent chapters therein. All issues that relate to Appeals and Discipline will be governed by NTSSA. RISE will hold disciplinary hearings when a player or spectator violates any of our house rules.

 

REGISTRATION:

Registration form must be completed & tournament entry fee paid, before team will be placed on the schedule.

 

GAMES:

There is a three game minimum with playoffs for teams advancing.  Games will be played on Friday 6pm-9pm, Saturday 7am-9pm, and Sunday 7am-9pm.

 

ROSTER FORM:

Rosters are due by your first game. ALL INFORMATION on the NTSSA roster must be completed.  U6-U7 division will have a maximum roster size of 10 players. All other divisions will have a rosters size limited to 18 players. Rosters are FROZEN after it is turned in at check in. Please provide RISE with three completed copies of your roster. The NTSSA ID number is not required. Players do not have to be on the same outdoor team to play in this tournament. Your team can consist of players from different teams.

 

PLAYER ELIGIBILITY:

Any player may play on any indoor team regardless of his outdoor affiliation.  Any player in good standing is eligible to play on any indoor team.  Any player may play on any number of indoor teams as long as he/she does not play on more than one in the same division. 

  

PLAY-OFF ELIGIBILITY:

All players must participate in at least one regular tournament game to be eligible to participate with the team in the playoffs.

 

ID CARDS:

Every player and coach entering the player’s box must have an valid NTSSA ID card.  A maximum of two coaches will be allowed in the players’ box. Any player who plays illegally by utilizing another player’s ID card in a game will be suspended from play at Rockwall Indoor for a minimum of one week. Players and/or coaches who receive red cards will have their ID cards confiscated by the Scorekeeper or the Referee and sent to the NTSSA A&D Committee. Youth ID cards are $18.00; Coach  ID cards are $10.00. ID card must be turned into the referee before the game. 

 

A temporary I.D. card may be issued by the facility to existing rostered players and shall only be valid for the date of issue. It may be issued to either a youth or adult player. A Temporary I.D. card may NOT be used by a youth in an adult game, unless that player’s name is already on the roster. Age verification is required for a Temporary I.D. card.

 

MISCONDUCT:

Any player, coach or spectator may be ejected from the building if the Tournament Director, Facility Manager or Referee feels that they are being disruptive. All persons red carded/ejected MUST leave building. PLAYERS receiving Red Card Ejections will be asked to leave the facility. The Referee will keep their card and send it to the NTSSA Office. Players must contact NTSSA to learn the card fine and/or suspension. Fines may be paid at RISE once the player or coach has been released by NTSSA to play. RISE may hold disciplinary hearings when a player or spectator violates any of our house rules.

 

ACT OF MOTHER NATURE:

In the event RISE loses electricity due to acts of Mother Nature, points will be totaled and champions will be awarded according to the point totals.

TOURNAMENT STANDINGS:

Standings are based on the following point system: 
3 points for each win
1 point for each tie
0 points for each loss

 

Any tie in the standings will be broken by win-loss-tie in head to head competition

If still tied, point differential in all games

If still tied, fewest points against

If still tied, total points scored

If still tied, PK’s to determine winner                                              

 

FORFEITS:

There are several reasons for a forfeit, i.e. minimum number of players required to play; illegal or ineligible players; and/or teams not ready to take the field at game time. Only the Facility Manager or Tournament Director can require a team to forfeit. When a forfeit occurs, the opposing team will be awarded a 3 – 0 win.  The team that forfeits will be given a loss. Referees MUST check with the Facility Manager or Tournament Director if there is any question whether they should start the game.

 

COACH CONDUCT:

ALL youth teams MUST have an adult coach, age 21 or older, in the Player’s box at all times. ALL Coaches MUST have a valid NTSSA Coach ID Card. Coaches are responsible for their spectators, parents, assistant coaches, and players are all times during your game.

 

PLAYER MISCONDUCT:

SPITTING ON THE FIELD IS NOT ALLOWED. Spitting is a foul and offender will be issued a YELLOW Card. Second offense is EJECTION and SUSPENSION for the remainder of the season. Player can be fined $25 by RISE.

 

FIGHTING WILL NOT BE TOLERATED.  First offense is a suspension for the remainder of the tournament, and possible sanctions from NTSSA. Second offense is a permanent ban from RISE. Any players leaving the bench to join in the fight will receive the same penalty. No refund of any kind will be given. Any player ejected from a game must leave the facility immediately.  If the ejected player does not leave, RISE staff will call the police to provide escort for that player.

 

Any player receiving two 2-minute penalties in the same game will receive an automatic Yellow Card.

 

Players are not allowed to leave the penalty box until their penalty time has elapsed. Any player leaving the penalty box will be ejected.

 

PLAYER MISCONDUCT REPORTS:

The Referee sends all misconduct reports directly to NTSSA within 72 hours.  Players must contact NTSSA to learn the card fine and/or suspension. Fines may be paid at RISE once the player or coach has been released by NTSSA to play.

 

EQUIPMENT:

Players on each team must have shirts of similar color and a 4” permanently affixed number on the back. No TAPED NUMBERS!  In case of emergency, permanent marker may be used, but number must be a minimum of 4”. Each player must be assigned his own number. Each team should have alternate shirts available. Alternate jerseys must have a number! In case of color conflicts, the VISITING TEAM will change shirts. RISE does not provide alternate jerseys. Pennies may be worn over the primary jersey. The plastic or metal hinges of a knee brace must be covered.

 

PROTESTS:

As per NTSSA Indoor Rule 5.4.9.2., protests are not allowed on judgment decisions made by the referee during play. The Laws of the Game clearly state in Law V (Referees) that “A referee shall be appointed to officiate each game…his decision on points of fact connected with the play shall be final, so far as the result of the game is concerned.” A game cannot be protested because one coach, or both for that matter, thinks the referee was incompetent. See “REFEREE MISCONDUCT section.  If a coach has a protest based on the laws of the game, the game must be protested within thirty (30) minutes of the game being completed.  A written protest must be completed and a $50 protest fee be paid.  The tournament director must be informed immediately.

 

REFEREES:

Two Referees will be assigned to games U16 and older. However, if only one official appears, the game will be played as scheduled. Protests will not be allowed in regards to having only one referee.

 

REFEREE MISCONDUCT:

Referee misconduct may be reported to the NTSSA office.

 

HOME TEAM ASSIGNMENTS:

The Home team is listed on the top of or first of each schedule. The visiting team occupies the visitor’s bench and kicks off to start the game.  The Home team occupies the home bench. Both teams need to supply the referede with a game ball. 

 

SUBSTITUTIONS:

All substitutions are made “on the fly”.  You do not need permission from the referee. The player leaving the field must be across the dotted touchline in the area near the door before the new player enters the field. After a goal is scored, multiple substitutions may be made as long as the players leaving the field are off within 15 seconds. The referee resumes play by blowing the whistle.

 

SIX FOUL RULE:

A team receiving six fouls in one period will be penalized by the other team receiving a penalty shot. The defending team will be required to stand inside the center circle and the offensive team will line up along the centerline. Once the whistle blows the ball is live. Five fouls will be allowed in mini-games.

  

SLIDE TACKLING:

Slide Tackling is ALLOWED in all divisions.

 

GAME LENGTH:

Bracket and semi-final games will consist of two 15-minute halves, with a 1-minute half time.  Final games will consist of two 20-minute halves with a 2-minute half time. The clock will stop on any whistle during the last 2-minutes of the game IF THE SCORE IS WITHIN TWO POINTS. Regular tournament games can end in a tie.

 

PLAYOFF GAMES:

Semi-final & championship games will consist of two – 20 minute halves, with a 2-minute halftime.  If the game is tied at the end of regulation, teams will play ONE 3-minute “golden goal” overtime period.  If the game is still tied after overtime, the teams will play a shootout format. If still tied after the first five shooters, five new shooters will be selected to play a "sudden death" shootout format. 

 

PLAYING RULES:

All games shall be played in accordance with the NTSSA Rules for Indoor Play with the exception of any previously stated House Rules and the following:

 

U8 thru U10                                          U12 thru U17

6 Players Minimum                             5 Players Minimum                                             

 

AWARDS:

Standings will be kept for all divisions and will be posted after scores are reported. Youth divisions will receive trophies or t-shirt  for first place and medals for second place. RISE reserves the right to modify awards at any time.

 

TEAM CHECK IN:

Teams are required to check in 45 minutes prior to their 1st game.  Rosters will be collected at check in. Rosters are frozen at check-in. Please provide three completed North Texas Soccer Indoor copies of your roster.  Medical release forms are not required.

 

SNACKS/FOOD:

No outside food is allowed inside RISE.  Drink vending machines are available.  RISE full service Food Court will be open the entire time during the tournament serving breakfast, lunch & dinner items.  Team drinks are provided for $7.00/team.

 

TOURNAMENT T-SHIRTS: “RISE Mistle Toe” t-shirts will be available; the cost is $10 each.  Please purchase these early as we have a limited number available.
